The permit for the #4 Boiler requires a quarterly audit of the CEM. The CEM must meet or exceed the performance criteria specified in the Specification Test of the appropriate CFR. There are two levels of audits.
Annual Audit
Relative Accuracy Test (RATA), Response Time, Calibration Cylinder Error, Seven Day Drift

The Audit schedule is based on the Calendar year and due to some quirk in early testing we are required to do the Annual Audit in the second calendar quarter. The Relative Accuracy Test Audit (RATA) is satisfied for our very low CO boiler by testing the flue gas with independent instrumentation and comparing results to those obtained from our CEM during the testing. The degree of required or minimum conformity is spelled out in the relevant CFRs. Armstrong Environmental from Dallas, Texas has done this comparison testing since 1990. Their address and phone number can be found in the most recent RATA report.
The State needs adequate notification so that they may witness the RATA testing. The environment department can furnish the proper address and notification period. Armstrong Environmental needs at least 4 weeks notice.
Response time measurement. Stop watch required.
Prior to beginning test put the system into "Maintenance" Mode. Move the regulators for Oxygen span gas and Carbon Monoxide Span 1 gas to cylinders selected for response time. One cylinder must be “low” in O2 and “high” in CO and vice versa. The toggle switches on the M&C CSS unit to select either gas. Start the stop watch when introducing the gas to the instrument. Use LF 406.r00 to record response times. After measuring response time of high and low Oxygen and high and low span 1 Carbon Monoxide disconnect the span 1 fitting and connect it to the Carbon Monoxide span 2cylinder regulator. Be sure that all affected valves are closed before breaking any connections. The proper forms for recording response times is Lf406.r00 . Calibration Cylinder Error Measurement.
The analyzer has two ranges of CO analyzer and one range for O2. This test challenges the detectors with gases whose concentration have been determined under a rigorous set of protocols (EPA Protocol 1). The concentration ranges to be used are specified.

Reconnect the Daily Calibration gas cylinders to the appropriate supply tubing. Open cylinder valves and needle valves. Check all affected fitting connections for leaks. Record in the recalibration service log book the time that the analyzer was out of service due to the required testing.
Seven Day Drift Measurement.
This is simply an entabulation of the data from the daily calibration reports for the 7 day period including the days of response time and calibration error testing. On the appropriate forms record the time of a calibration reading and the value of that reading. Do this for high and low Oxygen, high and low Carbon Monoxide span 1, and high and low Carbon Monoxide span 2.
